This authorization is granted to entities intending to establish a new health facility. It is the initial step preceding the application for a license to operate. Notably, this authorization has a validity of 1 year, providing applicants with the flexibility to proceed with the subsequent licensing process at their convenience. This service is provided by the Ministry of Health (MOH).
The processing time is 30 days, and the service is free of charge.
Prerequisites:
A facility must have a TIN.
This service is eligible for Registered Health facilities in Rwanda.

Follow these simple steps to help a user apply for the service.
Visit www.irembo.gov.rw and log into your agent account.
A small window will pop up. Fill in both your phone number and your password, then click login.
Click the "new application" icon to start a new application.
Under the “Health” category, select the health facility licensing.
Select “Provisional Authorization for Registration of Health Facility” from the drop-down menu.
Click Apply.
Fill in the health facility details including the Company TIN, Company name, identification, and the health facility location.
Add the health facility category and list the services provided both full-time and part-time.
Upload the required attachments in the right format and click Next to proceed.
Verify that the user’s information is accurate, enter their phone number and/or email address, check the verification box, and click Submit.
An application number will be generated (B2……..) so the user can follow up on their application status.
Once the application has been approved, the applicant will receive the notification and can either download the certificate from the IremboGov platform or receive it via email.
