How Agents can apply for Authorization to Access Refugee Camps.

This service is provided to Rwandan nationals, foreigners, and refugees who want to visit refugee camps for different purposes. Please note that the application must be made three days before arrival at the camp. This service is provided by the Ministry in Charge of Emergency Management (MINEMA).


The processing time is 5 working days, and the service is free of charge.

Prerequisites

  • An applicant should have a national ID number or a valid passport. 

  • Applicants should have a valid phone number and email address.


Conditional attachments.

  • Passport copy

  • Accreditation from RNC

  • Documents from the Media Council

  • Documents from OGS

  • Authorization from NISR

  • Questionnaire

  • Concept document

  • Research authorization from the university/educational institution is required.

  • Certificate from RGB for International NGOs

  • Terms of Reference

  • Document to specify what they are to provide.

Follow these simple steps to help a user request for Authorization to access Refugee Camps.


  1. Visit the Irembo platform at www.irembo.gov.rw  and log into your agent account.


  1. A small window will pop up. Fill in both your phone number and your password, then click login.

  1. Click the "new application" icon to start a new application.


  1. Under the "Immigration and Emigration" category, click “Authorization to access Refugee Camp”.


  1. Click “Apply” to start an application. 


  1. Fill in the "Applicant’s details" and enter camp details and visiting reasons.


  1.  Enter host details as prompted.

 


  1. Upload the required attachment, then click Next

  1. Verify that the user’s information is accurate, enter their phone number and/or email address, check the verification box, and click "Submit."

  2. An application number (B2…...)will be provided for the user to track their application status.


Upon submission, the user’s application will be processed by the PS office and the MINEMA in Rwanda. They will receive an email or SMS notifying them of any change in the status of their application. 

Once the processing officers approve their application, they will receive their e-certificate.
