How an Agent can help a User Apply for the Replacement of their CEPGL Travel Document.

This article guides an agent in applying and paying for a Replacement of a CEPGL Travel Document on the user's behalf. This service allows Rwandans or foreigners residing in Rwanda to replace their CEPGL travel documents in case of loss, damage, or theft. Applicants should first apply for the certificate of loss via Rwanda Investigation Bureau (RIB) offices and then apply for this service. The service is provided by the Directorate General of Immigration and Emigration (DGIE) office. 

Rwandan nationals (minors and adults) pay 1000 Rwf or USD 1, and foreigners pay Rwf 15000 or USD 15. The processing time is 1 day.


Note:

  • In case you want to renew an expired CEPGL travel document, do not apply for a replacement. Select the CEPGL Renewal service instead.


Prerequisites: 

  • Rwandan citizens should have their national ID number or Citizen Application Number(child ID) for minors.

  • Foreigners should have their passport number.  

  • Attachments differ depending on the Nationality Type for adults and the Minor Category for minors. Click here for more information. 

  • Applicants should have their certificate of loss issued by RIB. click here for more information regarding RIB’s contact details.

  • Applicants should have a previous CEPGL number

  • Conditional attachments include;

- A declaration of loss certificate issued by RIB.

- Copy of national ID.

- Passport Photo.

- Signature.

  • Applicants should have a valid phone number, email address, or both.


Follow these simple steps to help a user apply for the service;

  1. Visit the Irembo platform at www.irembo.gov.rw  and log in to your agent account.


  1. Click the “new application” icon to start a new application.


  1. Under the “Immigration and Emigration” category, click on CEPGL Service. 

  1. Select “CEPGL Replacement” and click on Apply. 




  1. Choose who needs this service, whether the applicant is above 18 or below 18. Fill in the Applicant Details, which will be retrieved and displayed on the right side of the page.


  1. Attach all the required documents in the right format and size. Click here for more information. Click on Next to proceed.  

  1. For adults, attachments depend on the Nationality Type

  2. For minors, attachments depend on the Minor Category.

  1. Verify that the information is true, enter the applicant’s phone number and/or email address, check the verification box, and click on Submit.


Note: 

  • Please check in with the applicant to ensure all information provided is true and correct.


  1. A billing number/ID (88….) will be generated, and click Pay

  2. Applicants can pay offline using MTN Mobile Money, Airtel Money, BK App, BK Branches, and BK Agents or online using VISA or MasterCard. For more information about payment modes, click here.


Note: 

  • After applying and paying successfully via IremboGov, the applicant receives a feedback notification from the DGIE informing them to visit their office for further instructions about their application.
