This service allows seed conditioner business operators to register and obtain an operating license from Rwanda Inspectorate, Competition and Consumer Protection Authority(RICA). RICA will conduct a field visit to ensure the premises are compliant with RICA standards and regulation. This article acts as a brief guide for agents when applying for this service on the user’s behalf.
The processing time is 14 days, and the service fee depends on the Registration type.
Prerequisites.
A company or an individual must have a Tax Identification Number (TIN).
Required attachments.
A copy of the operational license issued by RICA.
Registration certificate of the factory issued by RICA.
Technical staff’s proof of skills and knowledge in seed production.
Copy of Technical staff’s work contract.
Operations manager’s notarized degree in crop sciences.
Copy of work contract of operations manager.
Business Registration certificate from RDB.
Passport copy.
Follow these simple steps to help a user apply for the Seed Conditioner License:
Visit the Irembo platform at www.irembo.gov.rw and log into your agent account.
A small window will pop up. Fill in both your phone number and your password, then click login.
Click the "new application" icon to start a new application.
Under Trade and Industry, click on “Business Operator License".
Select "Seed Conditioner License" and then click "Apply."
Fill in the applicant's details (select if it is a business representative category, age group, and other required personal information).
Enter the business details as prompted.
- Upload the required attachments in the correct format.
Verify that the applicant’s information is accurate, enter their phone number and/or email address, check the verification box, and click "Submit."
A billing Number/ID (88…) will be generated for payment; click Pay

Note:
Upon successful submission, the application will be processed by RICA. Applicants will receive an email or SMS notification about any changes in the application status.
Once RICA approves the user’s application, they will receive their e-license.
