How Agents can apply for a Seed Producer License.

Business owners who wish to grow seeds for retail or study can apply for this service through agents to get an operating license from the Rwanda Inspectorate under the Competition and Consumer Protection Authority (RICA) regulations. To make sure the applicant's location complies with RICA rules and regulations, RICA will arrange a field inspection. This article provides agents with guidelines on how to assist users who want to apply for and pay for a Seed Producer License.


The processing time is 14 days, and the service fee is 10,000 RWF.


Prerequisites:

  • Applicants should have a valid company TIN.


Required attachments: 

  • A copy of land ownership of the applicant or land lease or rent agreement if the applicant is not the owner

  • Notarized degree of the technical staff in charge of seed production

  • Copy of work contract of the technical staff in charge of seed production

  • A notarized letter of consent allowing the applicant to use the land owner ID if the land does not belong to the applicant.


Optional attachments

  • Copy of lease or rent agreement of storage and other infrastructure, including greenhouse, if the applicant is not the property owner



Follow these simple steps to help an applicant apply for the Seed Producer License:

1. Visit the Irembo platform at www.irembo.gov.rw  and log into your agent account.


2. A small window will pop up. Fill in both your phone number and your password, then click login.


4. Click the "new application" icon to start a new application.


5. Under Trade and Industry, click on “Business Operator License". 


6. Select "Seeds Producer License" from the drop down menu.



7. Then click  "Apply."



8. Fill in the applicant's details (select if it is a business representative category, age group, and other required personal information).


9. Select if it’s a new application or an application to renew a registration, fill in the company TIN.


10. Enter details of plant varieties, land information, and technical personnel details.


Note: When you click on “Add technical personnel,"  a new tab is displayed, fill in the information as prompted.




11. Fill in facilities, infrastructure, and tools.


12. Upload the required attachments in the correct format. Then click next.

13. Verify that the applicant’s information is accurate, enter their phone number and/or email address, check the verification box, and click "Submit."

14. A billing Number/ID (88…) will be generated for payment; click Pay

15. Applicants can choose their preferred mode of payment. For more information about payment modes, click here

Note:

  • Upon successful submission, the application will be processed by RICA. Applicants will receive an email or SMS notification about any changes in the application status.

  • Once the processing officers receive and approve their application, they will receive their e-certificate via email or can download it on IremboGov.
