This service allows agents on behalf of business operators wanting to cultivate cannabis to obtain a provisional operating license from the Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA). This provisional license will allow businesses to acquire the documents required for the final cannabis cultivation license.
The processing time is 2 days, and the service fee is 1,000,000 Rwf.

- A company or an individual must have a Tax Identification Number (TIN).

- Letter of recommendation for cultivating cannabis given by RDB
- Investment certificate issued by competent Authority(eg, RDB)
- Detailed business plan
- Business registration certificate from RDB

Follow these simple steps to help an applicant apply for the provisional cannabis cultivation license:
- Visit the Irembo platform at www.irembo.gov.rw and log into your agent account.
- A small window will pop up. Fill in both your phone number and your password, then click login.
- Click the "new application" icon to start a new application.
- Under Trade and Industry, click on “Business Operator License.".
- Select "Provisional cannabis cultivation license" from the drop down menu.
- Then click "Apply."
- Fill in the applicant's details (select if the applicant is the business owner or legal representative, add the age group and other required personal information).
- Enter the application details (Company TIN number, Nature of the premises, size of the premise, and the facility location).
- Upload the required attachments in the correct format and click Next.
- Verify with the applicant that the information is accurate, enter their phone number and/or email address, check the verification box, and click "Submit."
- A billing Number/ID (88…) will be generated for payment, Click Pay.

Note:
- Upon successful submission, the application will be processed by RICA. Applicants will receive an email or SMS notification about any changes in the application status.
- Once RICA approves their application, they will receive their e-license.
