How to Apply for a Certificate of Cohabitation

This e-certificate of cohabitation is issued to foreigners legally married to Rwandan citizens living in Rwanda. The marriage ceremony could have happened in Rwanda or in other recognized Rwandan institutions abroad (e.g. embassies etc). This allows a foreigner to apply for Rwandan Nationality and other government services.

 Also, Rwandan citizens can apply for and use the certificate to claim services in their spouse's country of origin such as visas, children's registration, or application for nationality. 

This service is provided by the Ministry of Local Government (MINALOC) and processed at the sector level. 

The processing time is 1 working day and the service cost is Rwf 1,500.  

Prerequisites: 

  • Applicants should have a national ID number and passport details for their foreign spouses.

  • Required attachment is a passport copy for foreigners, and conditional attachments include one of these three: a marriage certificate, a marriage record, or an extract of the marriage certificate.

  • Attachments should be 1 MB.

  • Applicants should have a valid phone number, email address, or both. 


Follow these simple steps to help a user apply for the service:

  1. Visit www.irembo.gov.rw and log into your agent account.

  1. A small window will pop up. Fill in both your phone number and your password, then click login.



  1. Click the "new application" icon to start a new application.


  1. Under the Family category, click on Certificate of Cohabitation. 


  1. Click on Apply

  1. Fill in the Applicant Details and the Partner Details

  2. The applicant's details will be retrieved and displayed on the right side of the page and the partner’s details will also be displayed on the right side of the page after Save.

  1. Fill in the Legal Marriage Details and Processing Details

  2. Attach the required document in the right size and format. 

NOTE: It’s advisable to choose the nearest processing office to easily follow up

  1. Click on Next to proceed.

  1. Verify that the user’s information is accurate, enter their phone number and/or email address, check the verification box, and click on Submit.

  2. A billing Number/ID (88…) will be generated for payment, Click Pay

  3. Applicants can choose their preferred mode of payment: offline (MTN, Airtel, or BK) or online (Visa, MasterCard or American Express). For more information about payment modes, click here


NOTE: After applying and paying successfully via IremboGov, and after the Executive Secretary (ES) of the processing sector has approved it, the applicant will receive an SMS/Email notifying them that their certificate is available and can download it from the IremboGov platform.
