This service facilitates registered companies' obtaining recommendation letters for VAT exemptions on their agricultural and livestock products. These letters certify the products' eligibility for VAT exemptions and serve as supporting documents for requesting VAT exemptions from the relevant authorities. This service is offered by the Ministry of Agriculture and Animal Resources (MINAGRI). This article acts as a brief guide on how an agent can apply for this service on the user’s behalf.
The processing time is 3 days, and service is free of charge.
Prerequisites.
A list of items eligible for VAT exemption can be downloaded from IremboGov.
Required attachments.
Commercial invoice(s) for imported products
Official documents of the applicants e.g. RDB Certificate or Certificate of domestic company registration
Optional attachments.

Follow these simple steps to help an applicant apply for a Recommendation letter for VAT exemption.
Visit the Irembo platform at www.irembo.gov.rw and login into your agent's account.
A small window will pop up. Fill in both your phone number and your password, then click login.
Click the "new application" icon to start a new application.
Under Agriculture and Livestock, click on “Recommendation letter for VAT exemption".
Read the service description carefully and click the "Apply" button to begin the application.
Fill in the applicant’s details ( applicant type, item category, and justify their category).
Note:
When you fill in the product details and click on “ Add Details,” a new tab will be displayed.
Enter the product name, invoice number, name of the item on the list, and page number, then click“Add product.”
Upload the required attachments in the correct format and click Next.
Verify that the applicant’s information is true, enter their phone number and/or email address, check the verification box, and click Submit.
An application number (B2…...) to track your application status will be provided.
Note:
Double-check that the uploaded files are in PDF format and meet the size requirements.
Once the application is approved, the applicant will receive the Recommendation letter for VAT exemption via email.
The Recommendation letter certifies the eligibility of their imported products for VAT exemption and can be used to request VAT exemptions from the relevant authorities.
