Rwandan citizens can change their names through IremboGov by submitting a request and confirming it. The Ministry of Local Governance (MINALOC) offers this service for free, allowing citizens to request an official name change. After applying, applicants receive a change of name certificate, which they can use to publish the change in the official gazette and media.

How much does an applicant pay for the submission of a change of name request?

This service is allowed to Rwandan citizens who seek legal procedures for;
- Adding a Name
- Removing a Name
- Replacing a name.
What are the requirements to apply for submission of a change of name?
If the applicant is 16 years of age or older, they should have their national ID. However, if the applicant is below 16 years old, they should use the child application number/child IDAlso, they should have a valid phone number, email address, or both.
Where does an applicant get the child application number?

Applicants will contact the sector office where they reside to provide the child application number or register the child in the national population registry. 

What are the supporting documents required while applying for the submission of a change of name request?
The supporting documents required while applying for the submission of a change of name request are the following:

1. Baptism card issued at birth
2. Result slip P6 national exam
3. Result slip S3 national exam
4. Result slip S6 national exam
5. Any national exam registration form with a photo on it
6. High school diploma

What is the processing time for the submission of a change of name?
The processing time is 7 working days.
Does an applicant need to pick up their e-Certificate of change of name request from the MINALOC office? 

No, it is an E-certificate. You can download it on IremboGov using the application number or billing number.

What does an applicant do after getting an e-Certificate of Submission of the Change of Name Request? 

There are four tasks to do:

  • Publish the change of name submission in the gazette, attach the certificate and pay Rwf 7,000 for the application. Click here for more information. 
  • Download the Gazette Publication Document on the IremboGov platform.
  • Announce the change of name certificate at two media houses (Twice on the radio & once in two different newspapers).
  • Apply for the second certificate; confirmation of change of name.
How much does an applicant pay to announce the name change at two media houses?
