Rwandan citizens can change their names through the IremboGov platform by submitting a request and confirming it. The Ministry of Local Governance (M.I.N.A.L.O.C.) provides this service free of charge, allowing citizens to request a name change officially.
After submitting their application, applicants will receive a certificate of name change.
This certificate can be used to publish the name change in the official gazette and in media outlets.
The processing time for this service is 7 days.
This article will provide a step-by-step guide on how to submit a request for a name change on behalf of an applicant.
Prerequisites:
Adults should have their Rwandan national ID, whereas minors should have a child ID/ or a citizen application number.
Applicants should have a valid phone number, email address, or both.

Application Letter
Supporting attachments(Baptism card issued at birth OR Result slip P6 national exam OR Result slip S3 national exam OR Result slip S6 national exam OR Any national exam registration form with a photo on it OR High school diploma OR Marriage record)

Follow these simple steps to help a User apply for submission of a change of name for an applicant:
Visit the IremboGov platform: www.irembo.gov.rw and log in to your Agent account.

Under Identification, click on Change of Name.

Select Submission of Change of Name Request and who you are applying for, "Adult or Child," then click on Apply.

Complete all required applicant details. Select the type of identity document and provide the corresponding identification number.

Fill in all required applicant information. Choose the type of identity document and provide the corresponding identification number.
Add your Residence details as well.

Attach the required documents.

Verify that the information is true, enter your phone number and/or email address, check the verification box, and click Submit.
An application number will be generated to track the application status.
Note:
After successfully submitting the first application via IremboGov, it is sent to M.I.N.A.L.O.C. for processing. After approval, take the following steps accordingly:
Receipt of the change of name certificate from MINALOC via email or download it on the IremboGov platform.
Publish the change of name submission in the gazette, attach the certificate, and pay Rwf 7,000 for the application. Click here for more information.
Download the Gazette Publication Document on the IremboGov platform.
To change your name, announce your change of name certificate in a newspaper and on a radio station, pay for the announcements, and collect the Media Publication Document from both. Scan both documents into one and use them, along with the Gazette, to apply for confirmation of the change of name.
