Introduction
The Government of Rwanda has introduced separate emissions testing alongside the existing mechanical inspections conducted at “Contrôle Technique centers.”
This service allows vehicle owners to:
- Book an appointment for an emissions inspection and
- Pay the inspection fee online.
This service is provided by the Rwanda Environment Management Authority (REMA) under the Regional Emission Inspection Program (REIP) through IremboGov.
Why Emission Testing Matters
- Protects public health: Reduces harmful pollutants that can cause lung, heart, or brain diseases.
- Encourages proper maintenance: Promotes regular vehicle servicing to minimize harmful emissions.
- Supports green transition: Promotes the use of cleaner, fuel-efficient, and electric vehicles.
Key Information Before Applying
- Fines must be cleared: Any outstanding traffic fines must be paid before booking an appointment.
- To help a user apply for this, they must have booked their mechanical inspection appointment.
- Inspection frequency:
- Private (non-commercial) vehicles: Once a year
- Commercial vehicles: Twice a year
- Note: The users can apply for this service only after their mechanical inspection certificate has expired.
Eligibility
All motor vehicles operating in Rwanda are required to apply, except for full electric vehicles.
Inspection Locations
Emission testing will be carried out at the same Contrôle Technique centers as mechanical inspections:
- Remera
- Rwamagana
- Huye
- Musanze
- And any other mobile motor vehicle inspection center

The fees for motor vehicle emission inspection are categorized as follows:

Note:
- If the user’s vehicle fails the 1st test, the 2nd visit will be charged at only 50% of the original inspection fee.
- If the user’s vehicle fails, they must carry out the recommended repairs and reapply for a new test.
