The Ministry of Interior of Rwanda offers this service to individuals and businesses intending to import dynamite for mining and quarrying within the country. This service is designed to facilitate the importation of dynamites while ensuring compliance with all relevant regulations and laws governing the use and handling of explosives. The service is provided by the Ministry of Interior ( MININTER)
The processing time is 90 Days, and the service is free of charge.
Prerequisites:
Groups, companies, schools, and Religious organizations must have their TIN or gazette numbers.
Applicants should have a valid phone number.

Company registration certificate
A detailed description of the types of blasting materials to be imported
Proof of Expertise in Handling Explosives
Invoices of explosives payments
EIA (Environmental impact assessment)
A copy of the blasting certificate of the qualified person for handling explosives
Report of previous usage of the last imported blasting materials
Blasting plan
A copy of a contract with a qualified person for handling explosives
A document explaining the intended use of the blasting materials
Proof of having appropriate equipment for measuring the quake generated by the explosion
Safety plan and communication strategy for protecting communities and properties around the mine

Follow these simple steps to help a user apply for a Blasting Materials import permit.
Visit the Irembo platform at www.irembo.gov.rw and log into your agent account.
A small window will pop up. Fill in both your phone number and your password, then click login.
Click the "new application" icon to start a new application.
Click on “ Blasting materials import permit” service under the “Explosives And Fireworks” category
Click "Apply" to start an application.
Enter Applicant’s Details.
Blasting material details( Enter the vendor’s name and select if it is the first time importing materials.
After clicking “Add blasting materials” a new tab will be displayed to fill in the information as prompted, click add blasting materials.
Provide the location for the explosion, site name, explosion date, and duration.
Attach the supporting documents in the right format, then click Next.
Verify that all the user’s information entered is accurate, then check the confirmation box and click "Submit”.
The applicant will receive an application number ( B2……) via SMS/email so they can track their document.
Upon submitting the user’s application and supporting documents, they will receive a confirmation SMS and/or email.
Once the Ministry of Interior receives and approves the user’s application, they will be notified and they can download their permit on IremboGov.
