How an Agent can help a user apply for First Land Registration.

This service allows landowners whose parcels were not registered during the systematic land registration to get their parcel(s) registered—a successful application results in a new e-title. The National Land Authority (NLA) offers this service.


The processing time is 25 Days, and the service is free of charge.


Required attachments:

  • Parcel number confirmation sheet

  • Land ownership information document issued by cell land committee


Conditional attachments:

  • Notarized spouse agreement

  • Civil status certificate

  • Copy of passport

Note: 

  • Kindly note that to help a user apply for this service, they must know and have their land parcel UPI, as it will be required to complete the application process.

Follow these simple steps to help a user apply for First Land Registration.

  1. Visit www.irembo.gov.rw and log into your agent account.

  1. A small window will pop up. Fill in both your phone number and your password, then click login.

  1. Click the "new application" icon to start a new application.


  1. Under the “Land” category, click on First Land Registration. 

  1. Read the service description carefully then click on Apply.


  1. Select the land owner type, and add information about the parcel, including the Parcel UPI and the percentage of the land rights by owner. Add a Land co-owner if applicable.

  1. Add the representative details including the identification document number or Passport and the Parcel Representative's Address.

  1. Add the required attachments in their correct formats then click “Next”.

  1. Verify that the user’s information is accurate, enter their phone number and/or email address, check the verification box, and click Submit.

  2. An application number will be generated (B2….) so the user can track the status of their application.

Note:

  • Once the National Land Authority receives and approves the user’s application, they will receive a notification to download their new E-title.
