This service allows refugees to request a replacement of an official refugee travel document. Reasons for replacement include lost, stolen, damaged, and correction. The service is provided by the Directorate General of Immigration and Emigration (DGIE) office.
The processing time is 2 days, and the price is RWF 30,000.
Prerequisites:
Applicants should have UNHCR Proof of Registration number
A Refugee national ID for adults
A copy of the previous travel document that is being replaced.
Applicants should have a valid phone number, email address, or both.

Follow these simple steps to learn how to help a user Replace their refugee travel document:
Visit www.irembo.gov.rw and log into your agent account.
A small window will pop up. Fill in both your phone number and your password, then click login.
Click the "new application" icon to start a new application.
Under Immigration and Emigration, click on Refugee Travel Document Application.
Select “Replacement of Refugee Travel Document” from the drop-down menu.
Then click on Apply.
Fill in the applicant details as prompted.
Enter the applicant’s travel details, such as the destination country, travel purpose, and reasons for travel.
Note: Once the user confirms that they live in a refugee camp, the collection place will automatically be set to that camp.
Upload the required attachments in the correct format and click Next.
Verify that the user’s information is accurate, enter their phone number or email address, check the verification box, and click Submit.
A billing number/ID (88….) will be generated so the user can make their payment, Click pay.

NOTE:
After applying and paying successfully via IremboGov, the applicant receives a feedback notification from the Directorate General of Immigration and Emigration informing them when to take the biometric tests, either at DGIE headquarters or at a district office.
