This service allows refugees to request an official travel document. The service is provided by the Directorate General of Immigration and Emigration (DGIE).
The processing time is 2 days, and the price is RWF 20,000.
Prerequisites:
Applicants should have UNHCR Proof of Registration number
Applicants should have a valid phone number, email address, or both.

Follow these simple steps to help a user apply for a Refugee Travel Document first-time application:
Visit www.irembo.gov.rw and log into your agent account.
A small window will pop up. Fill in both your phone number and your password, then click login.
Click the "new application" icon to start a new application.
Under Immigration and Emigration, click on Refugee Travel Document Application.
Select “Refugee Travel Document first application”.
Click on Apply.
Fill in the applicant details as prompted.
Enter the travel details, such as the destination country and travel purpose.
Upload the required attachments in the correct format and click Next.
Verify that the user’s information is accurate, enter their phone number and/or email address, check the verification box, and click on Submit.
A billing number/ID (88….) will be generated for the user to make a payment. Click pay.

NOTE:
After applying and paying successfully via IremboGov, the applicant receives a notification from the Directorate General of Immigration and Emigration informing them when to take the biometric tests, either at DGIE headquarters or at a district office.
