This service facilitates Rwandans living abroad in obtaining recommendation letters from MINAFFET for land-related services such as transfer of ownership and construction permits. The recommendation letters aim to assist them in speeding up the process. This article is a brief guide for agents when applying for the service on the user’s behalf. The service is provided by the Ministry of Foreign Affairs and International Cooperation.
The processing time is 2 days, and the service is free of charge.
Prerequisites.
Before applying for this service, the user should have the following:
A national ID or a valid passport.
A valid phone number or email address.
Required attachments.
Foreign passport / consular card or any certificate that shows that you live abroad
Land title document
Optional attachments.
Supporting documents.
Follow these simple steps to help a user apply for this service.
Visit the Irembo platform at www.irembo.gov.rw and login into your agent account.
A small window will pop up. Fill in both your phone number and your password, then click login.
Click the "new application" icon to start a new application.
Under the “Foreign Affairs and Consular Services” category, select “Issuance of recommendation letters to Rwandans living abroad for land-related services”.
Click Apply to start a new application.
Enter the user’s details.; The user’s ID details( national ID number/ foreign passport), UPI number and reason for applying (construction permit, land transfer, etc.).
Upload the required documents, then click Next.
NOTE:
Supporting documents are optional but can strengthen the user’s application.
Only PDF files under 2 MB are allowed.
6. Verify that the user’s information is correct, enter their phone number and/or email address, check the verification box, and click Submit.
7. An application number (B2…...) will be provided for the user to track their application status.
The MINAFFET office will process the user’s application. If approved, they will receive an email with their recommendation letter attached.
