This e-certificate is issued to certify that the person is alive. This service is provided by the Ministry of Local Government (MINALOC) and processed at the sector level.
The processing time is 1 working day; the service is free.
Prerequisites:
Rwandan adults should have a national ID number, and minors should have a Child Application Number acquired at the sector or National Identification Agency.
Applicants should have a valid phone number, email address, or both.
Follow these simple steps to help a user apply for a certificate of being alive:
Visit the Irembo platform at www.irembo.gov.rw and log into your agent account.
A small window will pop up. Fill in both your phone number and your password, then click login.
Click the "new application" icon to start a new application.
Under Identification, click on Certificate of Being Alive.
Choose who you are applying on behalf of (Applicant or Child), then Click Apply.
After clicking on Apply, Enter the applicant details including the identification document number (National ID or Child ID). The corresponding information will be displayed on the right side of the page.
Fill in the Processing Details.
NOTE: It’s advisable to choose the applicant’s place of residence as the processing office.
Click on Next to proceed.
On the next page, verify that the user’s information is accurate, enter their phone number and/or email address, check the verification box, and click on Submit.
A billing Number/ID (88…) will be generated for payment, Click Pay

NOTE: After applying and successfully paying via IremboGov, and after the processing sector's Executive secretary (ES) has approved it, the applicant will receive an SMS/Email notifying them that the certificate is available and can download it from the IremboGov platform.
