This service allows landowners to transfer their land title to someone else as a donation. After the application is submitted successfully and sent to the NLA for processing, the National Land Authority (NLA) provides this service.
The processing time is 7 working days, and the service is free of charge.
Prerequisites:
Rwandans should have a national ID number and passport number for foreigners.
Rwandans and foreigners should have the land’s Unique Parcel Identifier (UPI).
A church/NGO/cooperative/professional association should have a name, a gazette number, an address, and a UPI.
A company should have a name, a TIN, an address, and a UPI.
Required attachments:

Donee certificate of being single
Donee marriage certificate
Death certificate for the donor
Notarised Memorandum of Association
Follow these simple steps to help a user apply for Title Transfer-Donation:
Visit www.irembo.gov.rw and log into your agent account.
A small window will pop up. Fill in both your phone number and your password, then click login.
Click the "new application" icon to start a new application.
Under the “Land” category, click on Title Transfer.
Select “Donation” from the drop-down menu.
Read the service description carefully then click “Apply”.
Fill in the Applicant's details. Select the user’s citizen type and add the corresponding identification document number.
Add details for the parcel, such as the Parcel UPI and its location. Include Beneficiary information, including their residence address and contact information.
Select the applicant’s preferred land notary i.e. whether it is a Sector land manager or a Private notary.
Upload the required attachments in the correct formats then click “Next”.
Verify that the user’s information is accurate, enter their phone number and/or email address, check the verification box, and click on Submit.
A billing number/ID (88….) will be generated if the user selects that his application be reviewed by a “Sector land manager”. Click Pay.
An application number will be generated (B2….) so the user can track the status of their application.
Note:
Once the National Land Authority receives and approves the user’s application, they will receive a notification confirming the changes.
