This service allows foreigners residing in Rwanda to apply for a resident ID to use in Rwanda. Foreigners with valid permits are eligible to get the Resident ID Card. This application requires the applicant to be 16 years old and above and have a travel document and Rwandan Permit that is valid for longer than 6 months. The service is provided by the Directorate General of Immigration and Emigration (DGIE) office.
The processing time is 5 days, and the price is RWF 5,000.
Prerequisites:
Applicants must be 16 years old and above.
Applicants should have any travel document, such as a valid passport or laissez-passer, etc.
Applicants should have a passport and Rwandan permit valid for longer than 6 months.
Applicants should have a valid phone number, email address, or both.
Follow these simple steps to help a user apply for a Resident ID Card:
Visit the Irembo platform at www.irembo.gov.rw and log into your agent account.
A small window will pop up. Fill in both your phone number and your password, then click login.
Click the "new application" icon to start a new application.
Under “Immigration and Emigration”, click on Resident ID Card.
Select “Resident ID card first application” from the drop-down menu.
Click on “Apply”.
Fill in the applicant’s details, permit number, date of birth, and place of collection, then click on Next to proceed.
Verify that the user’s information is accurate, enter their phone number and/or email address, check the verification box, and click on Submit.
A billing number/ID (88….) will be generated so the user can make payment Click Pay.

NOTE: After applying and paying successfully via IremboGov, the applicant receives a feedback notification from the DGIE informing them to visit their office for further instructions about their application.
