This service allows sports federations to request a recommendation letter, commonly known as "to whom it may concern," from the Ministry of Sports (MINISPORTS) for their sport delegates who require a service passport for international travel. The letter is a crucial document in facilitating the application for a service passport at the Directorate-General of Immigration and Emigration (DGIE). The service is provided by the Ministry of Sports (MINISPORTS). This article guides an Agent on how to apply for the service on the user’s behalf.
The processing time is 5 days, and the service is free of charge.

Follow these simple steps to help an Agent apply for a recommendation letter for a service passport.
Visit the Irembo platform at www.irembo.gov.rw and log into your agent account.
A small window will pop up. Fill in both your phone number and your password, then click login.
Click the "new application" icon to start a new application.
Under Sport, click on “Recommendation letter services”.
Select “Recommendation letter for a service passport” from the drop down menu.
Click “Apply” to start an application.

Click on “Add new delegate details,” to add a delegate’s information.
A new tab will be displayed. Fill in the information as prompted then click the “Add Delegate” button when done.
Input the event details
Upload the required attachment, then click Next.
Verify that the user’s information is accurate, enter their phone number and/or email address, check the verification box, and click "Submit."
An application number (B2…...) to track the user’s application status will be provided.
Once MINISPORT receives and approves the application, the user will then receive their e-certificate via email or can download it via IremboGov.
