Follow these simple steps to help applicants apply for the International Standard Book Number (ISBN).
Visit the Irembo platform at www.irembo.gov.rw and log into your agent account.
A small window will pop up. Fill in both your phone number and your password, then click login.
Click the "new application" icon to start a new application.
Under Publications and Libraries, click on ISBN Issuance.

Fill in the applicant’s details, such as their identification document type. If they are using a passport, provide their passport details. If they are Rwandan citizens, their personal details will be auto-filled from the National ID database when you enter their ID number.
Provide details of the applicant’s publishing house, institution, or organization, such as their name, registration number (if applicable), and TIN (for companies).
Select the applicant’s area of operation, including the country, province, phone number, and email address. Enter the total number of titles for which the applicant wants to request ISBNs and the reason for requesting them (e.g.,book publication, international book identification, copyright).
Download the required template to describe the applicant’s books or maps, fill it out, and upload it along with any other required attachments, such as a passport copy or RGB registration certificate, depending on the applicant’s category.
Check the box if the applicant accepts that they will submit two hard copies of each book or map to RCHA within three weeks after publication of the ISBN, then click Next.
Review the summary page, enter the applicant’s email address, and click "Submit."
The applicant will receive an application number (e.g., B2......) to track the status of their application.
Once the processing officers receive it, the applicant will receive a billing number. Once it is successfully paid and the application is approved, the applicant will receive their ISBN in an email notification.
