This service enables both Rwandans and foreigners who want to publish in the official gazette to pay after being granted permission to do so. The publications paid for are for a change of name granted by the Ministry of Local Governance (MINALOC), the Legal personality of NGOs and FBOs granted by Rwanda Governance Board (RGB), and the Legal personality for cooperatives granted by Rwanda Cooperative Agency (RCA). This service is provided by the Ministry of Justice( MINIJUST).
The processing time is 14 days and the price depends on the application type.
Prerequisites:
Rwandan citizens should have their national ID number.
Foreigners should have their passport number.

Change of name certificate
Legal personality certificate
Transmission Letter
Applicants should have a valid phone number, email address, or both.
Follow these simple steps to help a user publish in the official gazette:
Visit www.irembo.gov.rw and log into your agent account.
A small window will pop up. Fill in both your phone number and your password, then click login.
Click the "new application" icon to start a new application.
Under the “Notarization And Gazette Service” category, click on Publish in the Official Gazette.
Click on Apply.
Enter the Publishing Details which include the Application type and the reference number.Provide follow-up details as prompted, depending on the selected application type.
Note:
The corresponding amount to pay for the given application type will be displayed on the right side of the page.
Include the necessary attachments, which vary based on the application type selected.
Click on Next to proceed.
Verify that the user’s information is accurate, enter their phone number and/or email address, check the verification box, and click on Submit.
A billing number/ID (88….) will be generated for the applicant to make payment.
Applicants can choose their preferred mode of payment: offline (MTN, Airtel, or BK) or online (Visa, MasterCard, or American Express). For more information about payment modes, click here.
NOTE: After applying and successfully paying via IremboGov, the application will be sent to the Ministry of Justice (MINIJUST) for processing. Once it’s approved, the applicant will be notified and their application will be published within 14 days.
