How an Agent can Apply for Provision of MOUs to International NGOs, National NGOs, and Private Companies in Education Services.

This article guides the agent on how to apply and pay for a Seed Producer License on the user's behalf. This service allows agent’s on behalf of international NGOs, national NGOs, and private companies (corporate social responsibility interventions) to be able to sign Memoranda of Understanding (MOUs) with the Ministry of Education to contribute to the development of education in Rwanda. The service is provided by the  Ministry of Education (MINEDUC)


The processing time is 2 days, and the service is free of charge.


Prerequisites

  • This service is eligible for international, national NGOs, and Private companies.


Required Attachments

  • Certificate of Registration (from the applicant’s country): use the provided template

  • Strategic and Action Plan (use provided template)

  • Pre-filled MOU (use provided template)


Follow these steps to help an applicant apply.



  1. Visit the Irembo platform at www.irembo.gov.rw  and log into your agent account.


  1. A small window will pop up. Fill in both your phone number and your password, then click login.


  1. Click the "new application" icon to start a new application.


  1. Under Education, click on “Provision of MOUs to International NGOs, National NGOs and Private Companies in Education". 



  1.  Click "Apply” to start an application.


  1.  Select the "Applicant Type" from the dropdown (International NGO, National NGO or Private Company). Fill in details about their NGO/company and the domain(s) of intervention in education.


  1. For international NGOs, select the province, district, sector, cell, and village of their local office address.


  1. Upload the required attachments in the correct format and click NEXT.


Note: For all the attachments required, use the template provided at the top of the application form.


  1. Verify that the applicant's information is correct, check the confirmation box, and click "Submit.

  2. The applicant will receive an application number (e.g. B2...) to track their application status.


Note : 

Upon submission, their application will be processed by MINEDUC. They will receive email/SMS notifications on any status changes. They will find the MOU document attached to the email, and they can always download it from IremboGov using their application number or billing number.
